Howard County Central Booking is a consolidated arrest-processing function at the Detention Center campus. A short booking event can end after processing or initial court action without a long detention stay. It can also lead to commitment in the Howard County Detention Center, a Maryland state transfer, pickup by another jurisdiction, federal custody, or immigration custody. The fact that the booking entry ended does not identify which of these paths followed.
Ask for both the booking or admission transaction and the disposition or release transaction. A community release may follow bond, recognizance, a court order, or another lawful action. Movement from Central Booking to a detention unit is an internal custody progression, not release to the public. A transfer to DPSCS, USMS, BOP, ICE, or another county ends this booking function’s control but continues custody elsewhere.

Start with identity and event details. Record the full legal name, date of birth when lawfully known, arrest date, arresting agency, incident number, and court case number. Central Booking receives arrestees from several law-enforcement agencies. The arresting agency may hold the incident report, while Howard County Corrections holds the booking and custody transaction.

- Read bail, commitment, warrant, disposition, or sentencing entries as legal context. Do not treat the court event time as the facility exit time.

- If the record names a receiving agency, switch to that agency’s locator or records process.

Not every field must be disclosed. Maryland Public Information Act exemptions can require redaction or withholding for protected information. Ask for the segregable remainder, meaning portions that can be released after protected data is removed. A court file may supply more legal detail, but Maryland Judiciary states that online Case Search is only a summary.
Central Booking Agency Records
The Maryland State Archives identifies Central Booking as the processing point for people arrested in Howard County by the County Police Department, Natural Resources Police, Maryland State Police, and Maryland Transportation Authority Police, including juveniles waived to adult jurisdiction. That multi-agency intake structure explains why no single office necessarily holds every related record.
Three records may describe one event. The arresting agency’s incident report addresses the law-enforcement encounter. Howard County Corrections’ booking and release transaction covers county custody. A District or Circuit Court record shows the judicial action. Use the case number and booking identifier to reconcile them. A court order can authorize release while facility processing remains underway, and an incident-report timestamp is not a release time.

Use the Howard County Public Information Act process for an existing booking or release record. State the person’s lawful identifiers, approximate booking date, date range, and case number. Ask for booking number, admission time, disposition, effective release time, destination, and releasable booking photograph. Request an electronic copy and a fee estimate before costs exceed a stated amount.
Maryland General Provisions §4-203 requires prompt action and generally no later than 30 days. A request expected to take more than ten working days triggers a written or electronic estimate of time, fee range, and reason for delay within ten working days. Immediate custody information is a status check. The agency-produced transaction is the documentary record.
Note: Ask for the release disposition and destination together so the response does not stop at the end of the booking event.
Central Booking Versus Detention
Central Booking and the Howard County Detention Center share a campus and operator, but they describe different stages. Booking is intake, identification, record creation, and initial processing. The Detention Center houses adults awaiting trial and locally sentenced adults within the county’s stated term, while Corrections administration manages sentence computation and custody records.
A person may have a brief Central Booking event and no later detention stay. Another person may move from intake into the Detention Center under a court commitment. Searching only “is this person there now?” cannot reconstruct yesterday’s path. Ask for admission, movement, and disposition fields, then compare the court record.

Howard County’s past ICE-contract policy and later local legislation make the destination field especially important. A Central Booking or Detention Center entry naming ICE would describe transfer to federal immigration custody, not community release. ODLS is primarily a current-detention tool. It should not be presented as a full release history. A no-match may reflect timing, identifiers, safety limits, or a move out of ICE custody. Likewise, a proposed, disputed, paused, or privately discussed facility is not an operating custody site without official confirmation. The actual Howard County disposition and receiving agency should control the path.
Central Booking Campus Changes
Howard County’s capital plan describes phased work at the existing Detention Center campus, including control, alarm, lobby, mental-health, and reentry or training improvements. It also anticipates preliminary planning for a long-term replacement. These projects provide current facility context, but they do not move the release-record custodian or establish a new operating jail.
Continue using the Waterloo Road Corrections channels unless Howard County formally announces a change. The FY2026 capital project C0333 is planning evidence, not a new locator or release database. Dated construction or visiting notices should also not be converted into permanent public hours.
